Haley Henderson


Haley received a masters degree in Systematic Biology with a focus in Botany from San Francisco State University.  She also has a degree in Biology from University of California Santa Cruz with an emphasis in Plant Science.  Her professional experience includes special status plant surveys and vegetation mapping for areas throughout California with special focus on desert environments.  In addition she has experience with regulatory compliance and mitigation success criteria monitoring.  Haley holds permits for Plant Voucher Collecting and has experience doing survey work in remote areas.   

Sadie McGarvey

Associate Regulatory Specialist 
Sadie received a Bachelor of Science in Wildlife Biology, with an emphasis on Wildlife Management & Conservation from Humboldt State University. She has over 9 years of experience working as a wildlife biologist conducting protocol-level surveys and assessments for common and special-status species in a wide variety of habitats throughout Northern California. In addition, she has over 8 years of experience as a regulatory specialist working with various agencies and municipalities throughout Northern California, specializing in the Santa Rosa Plain. Sadie has state and federal authorizations to work with California tiger salamander (Ambystoma californiense), and holds active permits for Scientific Collecting and Plant Voucher Collecting.

What We Do

JMC is an environmental consulting firm with special expertise in identification of biological constraints (e.g. wetland/waters and special status species), project authorization/regulatory compliance, and associated mitigation. Principals (Cameron Johnson and Paula Gill) have been in leadership positions and have over 15 years combined experiences as employees for the U.S. Army Corps of Engineers (USACE), San Francisco District, Regulatory Division. This experience affords unique insight into the permitting process and has allowed for close working relationships with federal and state agencies (e.g. the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, the Regional Water Quality Control Board, the California Department of Fish and Wildlife, and the San Francisco Bay Conservation and Development Commission).

In addition to USACE sponsored training, as well as other specialized training (e.g. California Rapid Assessment Method (CRAM)), our team has extensive experience in wetland delineation and includes a certified Professional Wetland Scientist.  Having reviewed and commented on hundreds of compensatory mitigation plans, and as former regulators, we are especially effective at achieving appropriate mitigation. JMC employs effective, respectful, and data-driven negotiating strategies to achieve the best possible outcomes for our clients.

Lauren Bingham

Senior Regulatory Specialist 
Lauren has a Bachelor of Science in Biological Science with an emphasis in Evolution and Ecology from University of California Davis. Lauren has a wide range of experience in biological field work, regulatory compliance, and natural resource permitting. Her professional experience includes regulatory compliance support, SWPPP compliance, project entitlement, construction compliance monitoring, vegetation mapping, special status species surveys, mitigation success criteria monitoring, and nesting bird surveys.  Lauren has worked on a wide range of projects in the Central Valley and San Francisco Bay Area, which include residential and commercial development, transportation, mitigation banks, and open space preserves.
